Audit and Standards Committee - 28 January 2025

This report outlines the Council’s prudential indicators for 2025/26 – 2027/28 and sets out the treasury strategy for this period. It fulfils three key reports required by the Local Government Act 2003:

·          reporting prudential indicators required by the CIPFA Prudential Code for Capital Finance in Local Authorities;

·          a treasury management strategy in accordance with the CIPFA Code of Practice on Treasury Management;

·          an investment strategy in accordance with the MHCLG investment guidance.

It also fulfils the statutory duty to approve a minimum revenue policy (MRP) statement for 2025/26.

Due to publication deadlines, these reports have been published for Council before consideration by the Strategy and Resources Committee. Since the Council must give final approval, this matter has been added to the Council agenda, pending the Committee's decision. Any amendments made by the Committee will be highlighted to the Council for consideration in advance of the meeting date.

The Council is required under the Localism Act 2011 to approve and publish a policy statement on Senior Pay.

To present the draft Council Plan which sets out the council’s priorities and objectives for the next four years.

To set a Council Tax Support Scheme for the period 01 April 2025 to 31 March 2026

To provide an update following the decision to introduce a Council Tax Premium on second homes from 01 April 2025 and amend the Council Tax premium for empty homes to apply after one year (currently two) from 01 April 2025.

Also consider adopting the governments mandatory exceptions.

To approve the Council’s Capital Strategy.

Housing Revenue Account – Revised 2024/25 And Original 2025/26 and Housing Revenue Account (HRA) Medium Term Financial Plan 2024/25 – 2028/29.

To consider the Council’s financial position over the medium term and set a budget requirement and the level of council tax for 2025/26.

This report brings forward proposed amendments to the Constitution as recommended by the Constitution Working Group.

Council is asked to:

a.    note the changes to Committee membership

b.    appoint the Vice Chair for Environment Committee.

c.    appoint the Lead and Substitute Member for the Health and Overview Scrutiny Committee

Nominations received by Democratic Services, for the Vice Chair of Environment Committee and the Lead and Substitute Member for the Health and Overview Scrutiny Committee, from Group Leaders, will be reported to or otherwise made at the Council Meeting.
